Dzie\u0144 ten zosta\u0142 wprowadzony przez Konsorcjum dla Dzieci Ulicy (Consortium for Street Children &#8211; CSC), wiod\u0105c\u0105 sie\u0107 organizacji maj\u0105c\u0105 na celu zagwarantowanie praw dzieciom ulicy na ca\u0142ym \u015bwiecie.<\/p>\n<p style=\"text-align: justify;\">Projekt Children Rough Sleepers (CRS), finansowany przez Komisj\u0119 Europejsk\u0105 w ramach programu Daphne III, wykorzystuje okazj\u0119 by w dniu 12 kwietnia przypomnie\u0107 o zwi\u0119kszaj\u0105cej si\u0119 liczbie dzieci \u015bpi\u0105cych pod go\u0142ym niebem.<\/p>\n<p> <\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\" alignleft size-full wp-image-116\" style=\"margin: 10px; float: left;\" src=\"https:\/\/cwep.eu\/wp-content\/uploads\/2013\/07\/logo_crs.png\" alt=\"logo crs\" width=\"242\" height=\"189\" \/>Again in 2014 -this year on April 12- street children, NGOs, celebrities, policy makers, businesses and concerned individuals the world over will mark the International Day for Street Children. This annual dedication to an particularly vulnerable group in our society was launched in 2011 by the Consortium for Street Children (CSC), the leading network dedicated to guaranteeing the rights of street children worldwide.<\/p>\n<p style=\"text-align: justify;\">The Children Rough Sleepers Project, funded via the European Commission\u2019s Daphne Programme, is taking the occasion of April 12, 2014 to raise awareness about the significant, annually increasing number of minors who sleep rough throughout Europe.<\/p>\n<p>  <!--more-->  <\/p>\n<p style=\"text-align: justify;\">W du\u017cych o\u015brodkach miejskich w Europie dzieci te s\u0105 rzadko zauwa\u017cane i rozpoznawane przez mieszka\u0144c\u00f3w i w\u0142adze lokalne, pomimo \u017ce ich liczba wci\u0105\u017c ro\u015bnie. Jednak opr\u00f3cz tej prostej obserwacji brakuje szczeg\u00f3\u0142owych danych dotycz\u0105cych takich dzieci. Te, kt\u00f3re s\u0105 dost\u0119pne wskazuj\u0105, \u017ce ka\u017cdego roku zdarzaj\u0105 si\u0119 zagini\u0119cia 140 tys. dzieci w samej tylko Wielkiej Brytanii. W Europie dzieci uciekaj\u0105 z domu z r\u00f3\u017cnych powod\u00f3w, m.in. w wyniku odrzucenia przez rodzic\u00f3w lub opiekun\u00f3w. Zdarzaj\u0105 si\u0119 te\u017c dzieci przybywaj\u0105ce do Europy z rodzinnych kraj\u00f3w znajduj\u0105cych si\u0119 poza ni\u0105 lub te\u017c uciekaj\u0105ce z jednego kraju do drugiego. Problem dzieci \u015bpi\u0105cych na ulicy jest powa\u017cny i ma zasi\u0119g og\u00f3lnoeuropejski. Jest on widoczny zw\u0142aszcza w sytuacji obecnego kryzysu gospodarczego, kiedy to nast\u0119puj\u0105 ci\u0119cia \u015brodk\u00f3w bud\u017cetowych na polityk\u0119 spo\u0142eczn\u0105. Ponadto, poziom wsparcia przewidziany dla tej grupy przez w\u0142adze lokalne jest zale\u017cny od regionu. Dzieci s\u0105 w szczeg\u00f3lnym stopniu nara\u017cone na zagro\u017cenia zwi\u0105zane z nadu\u017cywaniem substancji psychotropowych (lek\u00f3w, narkotyk\u00f3w), wykorzystanie seksualne czy gwa\u0142t. Ponadto, w celu przetrwania na ulicy cz\u0119sto staj\u0105 si\u0119 sprawcami przemocy wobec innych ma\u0142oletnich i os\u00f3b s\u0142abszych.<\/p>\n<p style=\"text-align: justify;\">Mo\u017cna zrobi\u0107 wiele, aby zmniejszy\u0107 liczb\u0119 dzieci, kt\u00f3re \u015bpi\u0105 na ulicy, szczeg\u00f3lnie w zakresie zapobiegania temu zjawisku oraz zwi\u0119kszaniu \u201ewidoczno\u015bci\u201d tych dzieci. Wszystko to ma na celu ich wsparcie i dostarczenie konkretnych sposob\u00f3w wyj\u015bcia z tej trudnej sytuacji jak\u0105 jest bezdomno\u015b\u0107.<\/p>\n<p style=\"text-align: justify;\">Wyniki bada\u0144 prowadzonych w ramach projektu Children Rough Sleepers (CRS) pozwalaj\u0105 jednoznacznie okre\u015bli\u0107 kierunki przysz\u0142ych dzia\u0142a\u0144 dla decydent\u00f3w na poziomie krajowym i lokalnym. Potrzebne jest wi\u0119ksze wsparcie oferowane przez s\u0142u\u017cby socjalne dla dzieci, kt\u00f3re \u017cyj\u0105 w rodzinach dysfunkcyjnych. Jak pokazuj\u0105 wyniki bada\u0144, niemal wszystkie dzieci mieszkaj\u0105ce na ulicy, mia\u0142y wcze\u015bniej kontakt z opiek\u0105 socjaln\u0105. W zwi\u0105zku z tym, istnieje potrzeba wspierania dzieci ju\u017c zakwaterowanych w o\u015brodkach opieki spo\u0142ecznej. Cz\u0119sto to w\u0142a\u015bnie one znajduj\u0105 si\u0119 p\u00f3\u017aniej na ulicy. Rozwi\u0105zania obejmuj\u0105 strukturyzacj\u0119 odpowiednich o\u015brodk\u00f3w dla dzieci, kt\u00f3re \u017cyj\u0105 na ulicy, tak aby monitorowa\u0107 ich losy i wspiera\u0107 przy pomocy profesjonalnych zespo\u0142\u00f3w doros\u0142ych. Zawarto\u015b\u0107 tej publikacji przedstawia jedynie stanowisko autor\u00f3w i nie odzwierciedla pogl\u0105d\u00f3w Komisji Europejskiej.<\/p>\n<p><\/p>\n<p style=\"text-align: justify;\">These children in our large urban centres around Europe are seldom recognized or even noticed by residents and local authorities, though their numbers continue to be on the rise. However, beyond these growing numbers, relatively little information exists regarding children who sleep rough. Figures indicate that over 140,000 children go missing each year in the UK alone. In Europe, rough sleeping children are represented by runaways fleeing their own home for various reasons or as a result of being evicted by family members, children who choose to abandon supported care accommodation, youth escaping institutional care, unaccompanied foreign minors who enter Europe from bordering countries or those relocating alone from one European country to another. The problem raised by issues associated with children and young people who sleep rough is a major one Europewide, especially within the current economic climate in which our governments are implementing austerity measures to cut budget deficits. Furthermore, among local authorities the level of support provided to this client group varies from region to region. It is seldom acknowledged that these children are especially vulnerable to threats posed by substance abuse, sexual exploitation and child rape. Also, in order to survive on the street they are at high risk of becoming perpetrators of violence and crime against weaker people or other minors.<\/p>\n<p style=\"text-align: justify;\">Much can be done to reduce the number of children who sleeping rough, especially in terms of prevention strategies and through raising the visibility of these children with a view to assisting them in concrete ways to rise from their circumstances.<\/p>\n<p style=\"text-align: justify;\">In this respect, current research findings from our Children Rough Sleepers project professionals already give clear indications, showing a workable road ahead for national ministries as well as national and local governments. These are represented by increased support for children who live in dysfunctional homes and\/or families followed by the social services. Indeed, as these studies show, almost all the children living on our streets have previously had some form of contact with the social services. Consequently, there remains the urgent need to support children already accommodated in institutional and social care centres. Still it is these who represent a particularly fragile segment of those minors who so often end up on the streets. Solutions include structuring adequate shelter options for children who live on the streets in order to trace and support them with the aid of trustworthy professional adult teams. This has been proven to be a potentially winning option in responsibly addressing rough sleeping among children.
